Their cell phones out of range...。1997年岁末，外出办案的西安沣河派出所民警老张突遇车祸，随身携带的六四式手枪被人窃走。次年四月，美国总统克林顿将访华，第一站就是西安，公安部明令陕西警方三月底前必须破案。西安市公安局八处临危受命，接连破获了一连串枪案，唯独没有12.1枪案的线索。此时，凶犯已用该枪在西安连续作案多起，多人死于非命。抓捕的大网在周边展开，西至宁夏，南到上海、湖北，犹如困兽的凶犯终于乱了阵脚，主犯在逃往北京后被擒获，首犯董雷（王双宝饰）在武汉伏法。此时，离公安部要求的破案时间提前了两天......。
